Dear Rev. Fr. Kieran Nolan, O.S.B., Prior and
Rev. Fr. Neal Henry Lawrence, O.S.B.
I congratulate Father Neal Henry Lawrence on receiving the Order
of Rising Sun, Gold Rays with Rosette. I gave you information some
days ago on why Japan bestowed the Order on Father Neal. Now I'd
like to talk a little bit to you about the examination prior to the
decision from the Prime Minister's Office that I was involved with
during the past year.
The standard of honors is based on "the decision" of the Cabinet
meeting of 21 April 1964. (This is not Japanese law but it works like
law.) Father Neal's meritorious services fall under Article (2),
Item 1. and 3. in "the decision."
(2) One who rendered distinguished services to our country and the
public and falls under Articles 1 and 3:
1. "Notable achievements in the arts and sciences and
contributions to the development of culture.
3. "Devoted oneself to teaching in school and society and contributed
to Education"
The Ministry of Education emphasized his contributions to culture
and education as teacher and poet. But it does not mean that they
neglected other meritorious services of Father Neal. They admired his
notable services to the public such as the donation of concert
proceeds. However, they do not think that it was the main meritioious
service because it isn't a matter belonging to their authority.
After much discussion we completed a recommendation letter to
submit to the Government. I'm not allowed to show you the copy of
that letter, but it is for certain that I can say that the honor to
Father Neal comes from not only contributions to education and
culture, but also from such projects as STAIFA charity functions.
I appreciate profoundly that God and the Benedictine monks have
enabled me to have such a precious experience and to share this great
joy with others.
